Location: This flexible position will accommodate an office or hybrid work schedule and will be based out of NCE’s Bay Area, Lake Tahoe, or Reno office locations.

Position Overview: NCE is actively recruiting an Environmental Planner with strong CEQA/NEPA experience to join their Environmental Group. NCE is looking for a motivated, critical thinker to join their interdisciplinary team and lead clients and projects through complex regulatory and planning processes. The ideal candidate will excel working independently and within interdisciplinary teams made up of scientists, engineers, planners, project managers, and marketing professionals. Candidates must also be extremely organized and task oriented. NCE’s clients include local and state agencies and select private organizations.

Duties:

  • Engage on a variety of transportation, environmental, infrastructure, housing, and restoration projects with public (primarily local and state agencies) and private clients.
  • Manage and deliver environmental documents in compliance with CEQA and NEPA
  • Function as a task or project manager in the delivery
  • Negotiate and communicate with regulatory agencies on behalf of clients
  • Engage with staff at all levels of the firm, including mentoring
  • Work with colleagues and NCE’s business development professionals to market skills and NCE’s services to an active list of clients.
  • Support scope and fee development for environmental review tasks on larger integrated projects

Minimum Qualifications:

  • A Bachelor of Science or Arts in environmental, urban, or regional planning, natural resource science, environmental science, biology, or other related degree.
  • Working knowledge of California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA) analysis, regulations, and documentation.
  • Three years of direct experience developing and delivering CEQA and/or NEPA documents including ensuring legal adequacy, clear readability, and top-quality deliverables.
  • Direct experience developing and delivering CEQA and/or NEPA documents including ensuring legal adequacy, clear readability, and top-quality deliverables.
  • Proven leadership and problem-solving skills in guiding teams through CEQA/NEPA
  • Experience working with regulatory and planning agencies to move projects through environmental review efficiently.
  • Excellent technical writing and oral communication

Desired Qualifications:

  • A master’s degree in environmental, urban, or regional planning, natural resource science,  environmental science, biology, or other related degree.
  •  Experience in private consulting.
  •  Experience executing stakeholder and community engagement.
  •  Strong business development skills, successfully selling environmental planning services while actively contributing to project execution.
  •  Experience with the Tahoe Regional Planning Agency (TRPA) code of ordinances, environmental review process, and regulatory permitting.
  •  Experience with 24 CRF Part 58 reviews.
  •  Experience with transportation planning (specifically Caltrans planning processes) and/or land use planning.

Salary: $60,000-120,000+
