Position Title: Policy Research Specialist (Forestry & Wildlife)

Organization: Research Corporation of the University of Hawai’i

Location: Oahu, HI

Position Overview: Regular, Full-Time, RCUH Non-Civil Service position with the College of Social Sciences, Social Science Research Institute (SSRI). Primary work location will be at the Division of Forestry and Wildlife (DOFAW) in Honolulu, Hawai‘i. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

Duties: 

• Researches and evaluates current Hawai‘i Administrative Rules and Hawai‘i Revised Statutes related to Division of Forestry and Wildlife (DOFAW).
• Recommends possible revisions for priorities identified in collaboration with the State.
• Aids in reviewing proposed rule changes.
• Compiles research, exercises judgment, and makes recommendations for statutory and regulatory revisions to enhance State initiatives.
• Drafts responses, reports, timelines, and other research materials for State staff to disseminate.
• Develops documents for priority regulations.
• Writes reports.
• Consults with and receives guidance from administrative law/policy experts, State of Hawai‘i staff, enforcement officials, Hawai‘i Attorneys General, county agency staff, and other policy research specialists to gather research on policies and rules.
• Drives to and attends related meetings.
• Provides support for State-directed initiatives and policies.
• Provides research support for compliance with federal laws.

Qualifications:

EDUCATION: Doctor of Law (Juris Doctor) Degree from an accredited college or university.
EXPERIENCE: One to three (1-3) years of paid or unpaid work experience in a relevant field, focused coursework, or externships.
KNOWLEDGE: Knowledge of Hawai‘i Revised Statutes and Hawai‘i Administrative Rules.
ABILITIES & SKILLS: Ability to speak and write clearly, including the ability to analyze and draft documents requiring minimal review and editing. Ability to communicate through legal writing. Proficiency with Microsoft Office, including Word, Excel, PowerPoint, and Outlook. Possesses excellent time management skills and ability to manage multiple projects at the same time. Ability to travel to the neighbor islands (including car rentals) for meetings at short notice as needed.  Must possess a valid driver’s license (and if use of personal vehicle on the job is required, must also have valid personal driver’s insurance equivalent to Hawai‘i’s No-Fault Driver’s Insurance) and maintain throughout the duration of employment. Post Offer/Employment Condition: Must be able to complete the UH Information Security Awareness Training (ISAT) within two (2) weeks from date of hire, and re-certify every twelve (12) months.
POLICY/REGULATORY REQUIREMENT: As a condition of employment, employee will be subject to all applicable RCUH policies, procedures, and trainings and, as applicable, subject to University of Hawai‘i’s and/or business entity’s policies, procedures, and trainings.  Violation of RCUH’s, UH’s, or business entity’s policies and/or procedures or applicable State or Federal laws and/or regulations may lead to disciplinary action (including, but not limited to possible termination of employment, personal fines, civil and/or criminal penalties, etc.).

SECONDARY QUALIFICATIONS:  
Completion of coursework in administrative or environmental law. Prior civil or criminal enforcement experience. Excellent public speaking skills. Able to practice law in the State of Hawai‘i.

Salary/Pay: $5,291.67 per month
