Organization Overview: The primary mission of the North Carolina Department of Environmental Quality (DEQ) is to provide science-based environmental stewardship for the health and prosperity of all North Carolinians. The North Carolina Department of Environmental Quality (DEQ) is the lead stewardship agency for the protection of North Carolina’s environmental resources. The organization, which has offices from the mountains to the coast, administers regulatory programs designed to protect air quality, water quality, and the public’s health, and works to advance in all-of-the-above energy strategy that fits North Carolina’s needs. DEQ also offers technical assistance to businesses, farmers, local governments, and the public and encourages responsible behavior with respect to the environment through education programs provided at DEQ facilities and through the state’s school system. DEQ touches the lives of all North Carolinians in many ways to enhance and ensure quality of life. 

The Division of Coastal Management (DCM) works to protect, conserve, and manage North Carolina’s coastal resources through an integrated program of planning, permitting, education and research. DCM carries out the state’s Coastal Area Management Act, the Dredge and Fill Law and the federal Coastal Zone Management Act of 1972 in the 20 coastal counties, using rules and policies of the NC Coastal Resources Commission, known as the CRC. The division serves as staff to the CRC.

Position Overview: This Coastal Resiliency Specialistposition is primarily responsible for assisting with implementation of the NC Resilient Coastal Communities Program (RCCP). The RCCP awards grants to coastal communities for local vulnerability assessments and resilience planning, to enable them to build their capacity to be more resilient to storms, flooding, and other coastal hazards. The program is funded primarily through State appropriations and competitive grants. The program supports coastal communities with pre-disaster planning and developing shovel-ready projects to improve the resilience of their residents, and their built and natural environments. Some overnight travel and public speaking will be required.

Duties: 

  • Jointly administer a competitive grants program and budget for technical assistance to communities to increase their adaptive capacity and administer grant contracts and associated reporting. Includes drafting and issuing Requests for Applications, communicating with potential applicants, and coordinating application reviews and selections.
  • Administer grant contracts with RCCP technical assistance providers, including contract execution, invoicing and payments, budget and progress tracking, reporting, amendments, and closeout.
  • Coordinate technical assistance for vulnerability assessments and mitigation planning, public outreach, and engagement, and supporting the information and service needs of local coastal communities.
  • Coordinate training workshops for technical assistance providers.
  • Support organizational and external partners such as local governments, NGOs, academia, and the private sector, on efforts and competitive funding applications to advance coastal hazards resilience.

Qualifications:

  • Experience in the fields of coastal hazards, resilience, or climate adaptation.
  • Experience in hazard mitigation, resilience planning, and/or flood mitigation.
  • Experience in project management.
  • Bachelor’s degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.

Salary/Pay: $49,158 – $53,532
