Position Title: Outdoor Recreation Planner

Organization: BLM High Desert or Wind River/Big Horn Basin District

Location: Rock Springs or Worland, WY

Organization Overview: The BLM manages 245 million surface acres. This land, known as the National System of Public Lands, is primarily located in 12 Western States, including Alaska. We are a small bureau with a big and complex job, determining the best combination of uses for public lands based on good science and input from the public both in local communities and across the country. The BLM’s multiple-use mission is to sustain the health, diversity, and productivity of the public lands for the use and enjoyment of present and future generations.

Position Overview: Explore a new career with the BLM – where our people are our most precious resource. We expect to fill 2 vacancies at this time; however, additional positions may be filled from this announcement if they become available.

Duties: 

  • May serve as coordinator and technical advisor for one or more outdoor recreation programs. Provide recommendations to managers on recreation program needs, priorities, and strategic goals.
  • Advise and assist in the development and timely dissemination of information concerning program activities and responsibilities.
  • Coordinate with managers, planners, and resource specialists to identify recreation program requirements and resource needs on a local scale and develop long and short-term outdoor recreation plans to address needs.
  • Coordinate recreation program activities with other BLM District and Field Offices, as well as local governments, other Federal agencies, private organizations, and the general public.
  • Develop and maintain effective working relationships with academic institutions, advisory boards, non-governmental organizations, and interest/user groups concerned with public land management.
  • Research, identify, and facilitate partnerships, cooperative agreements, and/or memoranda of understandings with other agencies, institutions, or organizations in order to encourage and facilitate cooperative management strategies.
  • Participate on inter-agency and/or interdisciplinary teams and committees to discuss recreation planning, management, policies, and procedures at the State Level.
  • Represent the local office manager when working with other internal and external organizations.
  • Represent the Bureau at management and professional conferences, seminars, and other events for the purpose of exchanging information, presenting technical and policy information, and advancing advocacy for public lands stewardship.
  • Research and reply to requests from special interest groups, and questions from the general public.
  • May oversee the operation of public use sites, permit programs, concessionaire operations, facilities, etc.
  • May conduct outreach to promote recreational opportunities on public land.
  • May recommend new signage, brochures, displays, and other public information materials, and/or the construction of new recreation facilities and structures.
  • May prepare, administer, and serve as Contracting Officers Representative (COR) on local recreation related contracts. May administer interpretive/ educational programs. May serve as work leader over lower graded employees and/or volunteers.

Qualifications:

  • U.S. Citizenship is required upon conversion.

  • Appointment will be subject to a favorably adjudicated background/suitability investigation/determination.

Salary/Pay: $49,025 – $77,955 per year, GS 7 – 9
