Position Title: Planner State Parks HQ

Organization: Wyoming State Parks

Location: Cheyenne, WY

Position Overview: The purpose of this position is to work in the Planning Section for Wyoming State Parks, Historic Sites, and Trails, providing mission-critical services for both internal and external customers including Collaborative Planning, Providing Facilitative Leadership at Public Meetings, Data Management and Oversight of the Division’s GIS Databases, Map Production, Project Management and Reporting, and Cultural/Natural/Recreation Resource Analysis including NEPA/NHPA Compliance.

Duties:

  • Work as directed on the following: lead or co-lead master planning efforts at State Parks and Historic Sites; develop and implement collaborative planning processes; compile statistics and other data for department and division reports; data gathering, analysis, and design; preparation of correspondence on the impact of Division projects on natural, cultural and recreation resources; communication of complex processes to a variety of audiences, and summarizing work in formal correspondence and technical reports.
  • Compile, maintain, and manipulate geospatial recreation resource data for State Parks, Historic Sites, and Trails, including campsites, roads, non-motorized trails, and motorized snowmobile and off-road vehicle routes, to support all aspects of the Division’s work including planning, construction, promotions, and operations. Use internal data systems including Geographic Information Systems and Microsoft/Google Tools (ACCESS, Sheets, etc.) as well as external statewide and national data sets. Manage integration of datasets to the existing database and create new databases as needs arise. Assist with land management documentation processes, interpret and compose legal and pseudo-legal written descriptions of boundaries, and enter land records into GIS using COGO, digitization, and image registration. Respond to requests from sites and other sections, and provide technical assistance and user support for geographic data. Participate in interagency GIS meetings, coordinating with state, federal, and private partners to enhance data sharing and efficiency and to promote professional standards and best practices.
  • Design and produce quality, user-friendly map products, including park and historic site maps and snowmobile and off-road trail maps, for both internal and external customers. Coordinate with a variety of state, federal, and private partners and document major processes and procedures. Prepare maps and graphics for publication via a wide variety of media types, including print, digital, and web apps. Manage the projects and corresponding contracts.
  • Project management assistance for planning, interpretive services, and other park and historic site development projects. Assist with preparation and review of construction project specification documents; consult with SPHST Construction and Engineering section on projects as necessary; draft contracts and manage consultant workflow; assist with outreach on high-profile projects;  and provide technical assistance to other project managers.
  • Pursuant to W.S.36-4-106, the state legislature has established criteria to evaluate potential acquisitions to the State Park and Historic Site system.  This position will assist with and sometimes lead that process.  Travel and interaction with multiple public and private groups and organizations is required.
  • Assist with the Division’s compliance with the National Environmental Policy Act and Section 106 of the National Historic Preservation Act for all State Park and Historic Site capital outlay projects as well as various state and federal projects in Wyoming.  Understand state and federal preservation and environmental laws and regulations and analyze state and federal planning/management documents for SPHST.  

Qualifications: Preference may be given to applicants with a bachelor’s degree in Recreation, Natural or Cultural Resource Management, Recreation/Park Science, Geographic Information Systems, or Public Administration plus two to five years of professional experience in public park/recreation resource planning (preferred) or natural/cultural resource planning and experience in applying database or geospatial data principles utilizing ArcGIS 10.x software and ArcGIS Online.  

  • Skill in critical thinking, conflict management, and negotiation.
  • Competency in human dimensions associated with recreation resource development and management.
  • Skill in project management including adhering to procurement rules and directing work of consultant teams.
  • Training and/or working knowledge of NEPA and/or NHPA.
  • Working knowledge of computerized tools including Microsoft Office and Google Suite, GIS, relational databases, and virtual meeting platforms.
  • Proficiency in ArcGIS software products and geoprocessing tools, with an understanding of the concepts and principles of GIS, including data acquisition, spatial data organization, topology, project design, data analysis, map composition, etc.
  • Ability to maintain long-term positive relationships with work teams and public stakeholders.
  • Outstanding internal and external customer service, and ability to deliver quality products.
  • Ability to listen and maintain decorum with a variety of interests and audiences by communicating clearly and concisely, including through map production.
  • Skilled in time management and workload planning. Capable of working independently, exercising good judgment, working with minimal supervision, and also as an outstanding team member. 
Education:
Bachelor’s Degree (typically in Cultural Resources)

0-2 years of progressive work experience (typically in Cultural Resources)

Salary/Pay: $27.13 Hourly
