Position Title: Natural Resource Policy Analyst or Advisor

Location: Wyoming, Negotiable where in Wyoming
Position Overview: In Wyoming, the federal government owns and manages approximately 48 percent of the surface estate, and nearly 75 percent of the subsurface estate. In consideration of these facts, and further recognizing that the Federal Land Policy and Management Act (FLPMA) and the National Forest Management Act (NFMA) grant counties specific authority in federal planning, management, and decision-making, the WCCA spends a considerable amount of time and resources supporting the commissioners’ efforts. The WCCAs natural resource policy analyst or advisor works in assistance of and coordination with the WCCAs natural resource counsel and governor’s office to understand and address the impacts that federal natural resource and public land management decisions have on local economies, Wyoming’s quality of life, and the services counties and the state provide.
Duties:
• Assisting county commissioners in their role in federal land and resource management
planning efforts.
• Monitoring and analyzing federal and state natural resource regulations, laws, and
plans that impact county governments.
• Preparing technical comments on natural resource issues in support of counties.
• Developing educational and training materials for use by county commissioners and
conducting in-person and/or virtual training sessions for county commissioners and
occasionally others.
• Formulating testimony and supporting information for the WCCAs executive director,
natural resource counsel, and county commissioners.
• Assisting counties plan and host the WCCAs annual congressional tour through
Wyoming in cooperation with the WCCAs natural resource counsel.
• Fostering and growing positive relationships with the Governor’s Office, Wyoming’s
federal delegation, governmental agencies, the WCCAs business partners, and other
stakeholders.
• Regularly preparing and disseminating the Natural Resource Update to county
commissioners and the WCCAs business partners.
• Attending relevant National Association of Counties (NACo) Western Interstate Region
(WIR) meetings.
Qualifications:
• Genuine interest in natural resource policy work dedicated to support and advance
Wyoming county government and state interests.
• Understand the role of counties as cooperating agencies and agency regulatory
requirements and administrative processes.
• Possess knowledge of natural resources legal frameworks including, but not limited to,
the National Environmental Policy Act, Endangered Species Act, FLPMA, and NFMA.
• Ability to read and analyze scientific or statistical reports and distill complicated
information into accessible forms.
• Possess interpersonal skills to build and maintain effective working relationships with
county commissioners, agency staff, legislators, and other stakeholders.
• Demonstrate strong organizational, meeting planning, project management, and
problem-solving skills with impeccable multi-tasking abilities.
• Display professional written and verbal communication skills with attention to detail
and a high degree of productivity and accuracy.
• Effective working relationships while maintaining an approachable and professional
presence.
• Ability to travel occasionally with overnight stays required.
Two years’ experience in a relevant natural resource policy position is preferred. Recent
graduates may be considered depending on prior relevant experience or education.
Preferred background includes candidates with degrees and/or work experience in
agricultural, wildlife, geology, hydrology, forestry, or environmental sciences or
engineering or legal professions.
Salary/Pay: $60,000 to $100,000
